Resumable uploads

Files over 6 MB should use resumable uploads, which survive a dropped connection.

1. Create an upload session

   The client asks the storage service for an upload URL.

2. Send chunks

   The file is sent in 6 MB chunks. A failed chunk is retried on its own.

3. Finish

   The last chunk closes the upload and the object appears in the bucket.
