Outbound mTLS to a partner API hangs ~70 seconds then fails (iad)

From pods in iad only, an outbound mTLS connection to a partner hangs for about 70 seconds and then fails with connection reset. Same image in ord works.

Dropping MTU to 1380 fixed it. Wow.

70 seconds smells like an MTU problem — large client certificate, fragmented packets dropped. Try lowering the MTU on the interface and see if it changes.
