The docs say LFS bandwidth and storage are metered. If a fork downloads my LFS objects, does that count against my bandwidth?

Bandwidth is charged to the owner of the repository the objects are downloaded from. Forks share the parent's objects, so yes — clones of a fork count toward the parent.
