Postgres cluster has no writable primary, all nodes in recovery

Question

After a region maintenance window, all three nodes of my Postgres cluster report in recovery. Nothing accepts writes.
$ lark pg status -a db-prod
NODE            ROLE      STATE
pg-1 (ams)      replica   in recovery
pg-2 (ams)      replica   in recovery
pg-3 (fra)      replica   in recovery

The election needs a quorum of two nodes in the primary region. Run lark pg failover -a db-prod --region ams to force one; if it refuses, email support with the cluster name and we will look at the replication slots.
